General Manager: Technology Services (IT05)

Main Purpose:
Assuring that the Infrastructure Platforms, Network Backbone, and the Backend Services are optimally Managed Strategically, Tactically and Operationally. Availability, Disaster Recovery and Redundancy being key to the Academic Operations.

Key Responsibilities:


FINANCE
  • Operational and Capital Budget requirements in relation to projects undertaken in a Financial Year
  • Consultation with relevant Stakeholders to come up with a budget for the project (s)
  • Maintain Cost Effective Financial Management and Departmental Compliance as per the University’s Policies and Procedures
  • Establishment of Contingency Plans to reduce Financial Risk

CUSTOMERS/ STAKEHOLDERS

  • Manage expectation of all categories of Stakeholders in the University
  • Identify and implement mechanisms and structures to engage relevant Stakeholders.
  • Establishing contacts with Stakeholders to improve collaboration regarding Value Chain up- and down-stream integration
  • Apply Risk Management principles
  • Representing and participating in ICT Forums
  • Ensure on-going customer service initiatives to improve satisfaction are in place and monitored for performance

BUSINESS PROCESSES

CONTRACT MANAGEMENT
  • Own contracts in the portfolio and the applicable governance
  • Procurement of services related to area (s) of responsibility as per the University’s Procurement Process
  • In collaboration with the Procurement Division, initiate and conclude various contracts negotiations and evaluations
  • Ensure effective management of Service Providers as per SLA’s

ICT PROCESSES AND PROCEDURES
  • Data Base Administration processes
  • Active directory management processes
  • Linux management processes
  • Contract management processes
  • Procurement processes
  • Licenses and management thereof
  • Disaster Recovery and Testing
  • Hosting of infrastructure and Applications on Cloud
  • Backup

PEOPLE MANAGEMENT / LEARNING & GROWTH
  • Management of staff as per the University’s HR Policies and Processes
  • Set out Performance Outputs and Measurements for each direct report
  • Effective management of poor or non-performance of staff
  • Effective management of Disciplinary Issues as the University’s Disciplinary Code/Code of Conduct, with the help of HR/ER Office
  • Plan and compile the sections resource plan, recruit and/or contract resources, where required, and manage service delivery and performance as per contracted levels
  • Ensures continuous Training and Development of team members
  • Ensure continuous improvement in the teams’ activities and services by considering industry standards and benchmarks


Requirements:


  • Relevant Bachelor’s Degree and at least 10-15 years’ experience in an IT Environment of which 7 years’ experience should be at a strategic level
  • Sound knowledge of Service Desk Management, Project and Program Management, ICT Frameworks (CobIT, ISO), Cyber Security, eResearch (Big Data), and understanding of SLA Targets and their management thereof
  • Understanding ICT policies and ICT business and business acumen
  • Understanding of backend functions – Active Directory, Networks, Unix and Databases
  • Proven technical competencies in Contracts Management, Network redundancy, Technology trends, Wi-Fi access, Unified Communications Telephony System, Backups, Redundancy, Cloud environment, Disaster recovery and testing.
  • Proven decision making and customer focus skills
  • Proven negotiation, communication (verbal and written), presentation and persuasion skills
  • Proven knowledge of relevant legislation as well as Protection of Personal Information Act (POPIA) and General Data Protection Regulation (GDPR)
  • Valid Driver’s License
